Frank B. Kellogg of Saint Paul was a Republican US Senator and later Secretary of State during the Coolidge and Harding Administrations. He was co-author with French Foreign Minister Astride Briand of the 1928 international treaty known as the Kellogg-Briand Pact. This treaty, first adopted by fifteen nations and eventually ratified by 62, renounced war as an instrument of national policy and pledged the signers to settle disputes by peaceful means.
