Formalized the process of taking children in. It was a move in the social services for people to house/foster children. It has had a tremendous impact on children's lives. It is very important to have foster parents so orphans aren't orphans. Before Foster Care a family would absorb a child into the family in a sort of informal way. Social Welfare program helped to ensure that children were taken care of. Our state matured and said it's not ok for a child not to have a home and so we provided welfare services.My mother-in-law from 1957-1972 took care of children.
