Bassets Creek was an open sewer and inhibited the growth of north Minneapolis. HWS Cleveland pointed out the potential of this creek as a parkway, but felt it was too late and too costly--and the money and effort would be better spent on acquiring the lakes, Minnehaha creek and the Mississippi River gorge for public i.e. park use. The advice created Minneapolis' parkway system.
